My friend uses the same damn strategy every time, but I can't touch him. He stocks his deck with x4 Catastrophe, x4 Incineration, x4 Elemental Rage, then Goblin Camp, Suppression, Bind, Holy Word 0... etc.
The only monsters he uses besides the goblins he floods the screen with is Decoy and Doppleganger. His general goal is to keep me from moving around while he flood-fills the map with goblins, square by square.
If I somehow manage to secure the monsters down myself, they'll either be Catastrophed off the map, since his own monsters matter nothing, or he'll nail me with elemental rage while I feebly try to grasp any land at all. On the off chance I'm able to shatter or suppress his Catastrophes/Elemental Rage/insert global spell here, he just uses Meteor on my lands when I level them up.
IT'S SO FRUSTRATING. As far as I've noticed, there's no cards that prevent the use of Catastrophe or cards that protect my monster from it's effects.
Is there any way I can combat a nasty deck like this?

Not sure, But mass Phantasm might do the trick. Also use a pure symbol deck with no monsters. Then laugh sadistically at all his stockpiled catastrophes.

I'd think an anti-Catastrophe deck should definitely include Ruin (inexpensive and instantly destroys all spell cards) supported by a few Shatters, or maybe even Ray of Law (destroys all cards that cost >100G).
Another helpful one might be Life Force. It will prevent him from casting spells for a while, although creature and item cards are cheaper. It shouldn't be as much of a double-edged sword since his creatures are already so cheap, and it will hamper him until you get that Shatter or Ruin out.
I'm not 100% sure, but I don't think Mass Phantasm will cut it. I seem to remember a game where Leo cast Elemental Rage and it bypassed Phantasm, because it dealt % damage instead of a direct amount. You may want to test that.
Also, if you have Suppression yourself, you should be able to knock off those Catastrophes or Goblin Lairs easily. I'm not certain if that remains after the decks are reshuffled (like Death Gaze), but it will certainly prevent you from worrying about them for a while.

I rely totally on Catastrophe and Energy Flash against the computer. However, I found Catastrophe just wont work when Cray Idol is on the board. Also, Ivory Idol on the board will make that Catastrophe cost 600 G each time. I used 2 catastrophes and it cost 1200 G, didnt kill anything. Another option would be to put Cornfolk on the board, and put Soul Hunt spell on them. Each time one of them gets killed, you will get 400 G.

This card maybe of some use: When it is destroyed by Spell or TA, the caster loses 200G.

Yeah, most people found out already that the secret to beating Catastophe is in the creatures. Powder Eaters won't die (except to Elemental Rage if your not careful). but, use Mummies and Cornfolk and Mephistopholes and creatures like that. Spells can be helpful, but vulnerable to Shatter, Suppression, etc. Oh yeah, run your own suppression. If you can hit their Catastrophe, cool. But they won't supress it, because it'll get rid of theirs as well.
