Yeah, scrolls and direct damage like Magic bolt are the easiest ways of dealing with Decoy, though there are others, like Lunatic Hare or Senility.

Now my roomate is using cobra's poison and and other creatures abilitys to wreck my high lvl lands. It seems that his whole deck is build for defense now. Should i do the same or counter with a little more offense style deck?

Put in some cards like Cait Sith, immune to territory/spells. Also if you have some land protect cards they'd be useful in that match.

Invisibility would wreck an opponent who relies on Territory Commands. The folks I play with started putting Bind, Blackout, and Silence back in their decks because they hated when I had Invisibility up. >=)
Sorcerer is a wonderfull counter to Decoy if you play red, by the way. No land requirement or limit, and does 30 points of scroll attack as long as you don't use an item. Even a Borgess-boosted Decoy dies.
