Mine was 1200. I used Garuda +Terrair on a character that had simulacrum on it. It wasn't real damage, but they ended upo pselling quite a bit.

I was trying to get the maximum stats for each bonus a while back. I believe I hit 1998 for both Power and Health. I don't think ther is any way to make it higher. By my math, I got more, but it doesn't show up on the medal list. I did it so long ago that I forget the actual amount I created, but I do know that it had infinity symbols for my power and health. I made it by maxing Water Symbols and using Lung.

Well, I used Lung, and bought 999 water symbols, giving me 999 attack per area. But, it takes a lot of comittment with the deck, and a lot of time. If you want the 200 attack and HP medal, I suggest using Gouda and a wind heavy book ok Kazatega. That is the easiest way to reach over 200.
An update. Realizing there is only 1 map that has 4 areas, I played my Lung book on Heavenly Alter. It took about 4 hours, but I found the recipe for what I believe is the highest possible Attack/HP. You also have to do this twice if you want both, or invest another 2 hours or so. Here's a run by of what earned what power and how:
3996: Lung with maxed water symbols on Heavenly Alter map. 4 areas means 999x4. This takes a long time, because you can only buy water symbols 50 at a time. 960: Iksear with a creature on every space, and every space turned to water. 48 spaces, and Iksear gives +20 per space. Another pain to get. I used Spartoi a lot.
I'm testing other theories, but they might take some time. I know that either land effects or boost bonuses count, but not both (I would guess land effects). Obviously, use Terrier and all wind spaces for more power, but I am not sure if Critical Hits will count. I know Power Braclet doesn't work , which would double the power. I will test Water Amulet to see if critical hits count. If not, then I will be forced to use Terrier.

Ok. So, this is pretty comprehensive, and really gains nothing in the end other than a little bit of pride. So, bare with me.
I now believe I have the formula for maximum ST and HP. I came so close to doing this in reality, and it took me hours to achieve, but I found one key to getting +20 for each, Vitailty.
Here's the rundown on the actual formula for max ST:
3996 - Lung on Heavenly Alter with max water symbols in each area. 960 - Terrier on Heavenly Alter with a creature on every space, and all spaces turned to plains. Must be defending an invation. 20 - Bonus from Vitality.
4976 = Maximum ST value, according to the Infinate Sword metal.
Health is the same, almost. You get +20 more from Dagon and Mad Clown, and switch Terrier with Iksear. It will look like this:
3996 - Lung on Heavenly Alter with max water symbols in each area. 960 - Iksear on Heavenly Alter with a creature on every space, and all spaces turned to water. Must be defending an invation. 20 - Bonus from Vitality. 10 - Bonus from Dagon. 10 - Bonus from Mad Clown.
4996 = Maximum HP value according to Infinate Shield metal.
Some notes. You can achieve these several different ways. For one, you can use Son Ascetic with a Lung support, but being a red creature doesn't give you any added amounts. Also, Ares' +20ST on offense doesn't matter, because Terrier will give you +20ST is you are defending on a plains space with it. Power Braclet doesn't do anything with Lung. Aura Blade doesn't work because Lung has a weapons limit. I originally used Water Amulet and achieved 6099 damage, but Infinate Sword metal only records the green and blue bars on your creature. This means the Critical Hit doesn't count toward the metal.
Now, for the how I got it. First of all, play Zagol on Heavenly Alter and set the limits to maximum. I ended with about 150000 G on round 325 when I won. Just go through buying symbols 50 at a time, sticking the to loop in North Area after you have 2000G or so to spend on symbols. Start with the South Area, because you won't be able to move down there once you get going, and this makes it harder for Territory abilities. Try to eliminate all Fire spaces first, because Lung can't go on them. I suggest not leveling up any water spaces until you have 500 or so symbols to keep cost down. After you start Leveling Up, Grace should earn you thousands of G, which will keep you sustained so you never have to pass the castle again. Slowly fill the board with Spartoi, and use territory commands to swap them out with lungs. The unltimate goal is to have Zagol invade when you are prepared for maximum, so make every space you can have a Lung. I started by turning all spaces to Water for Iksear, then after I got that maximum, I switched them all to Plains for Terrier. Be patient and you should be fine.
Here's the ideal book to use. I couldn't make room for Revelation, but you can use Teleport to land on forts for a similar effect. I had most of the cards when doing it:

Spells 3 Fairy's Light (earns lots of early G) 4 Grace (earns lots of late game G) 4 Holy Word 0 (activates Temple of Fort a second time) 4 Influence (needed for Iksear and Terrier) 1 Lightcraft (wonderful card, use when needed) 2 Sink (needed for Iksear, and removes Fire spaces) 4 Spartoi (needed for gaining every territory) 4 Teleport (move to Fort or Temple faster) 4 Vitality (needed for max ST and HP) 3 Weathering (needed for Terrier)
Fewf. All that, and I'm sure I'm probably the only one that really cares. There it is. Maximum ST and HP, according to the Infinate Sword and Shield medals.
