My friend likes using this card a lot to keep me from using items. Besides the Vestment and Kris, as well as the special cards like the Dragon Helmet, how would you guys build a deck to counter somebody who uses The Hand a lot? Thanks in advance for any advice.

There are myriad ways to counter the dreaded hand... The hand is easy to beat if you are on defense. Items like Gaseous Form and Petrify Stone will save you either way (if he uses the hand, his strength will be reduced to zero, if he doesn't, or uses something else, you'll survive the attack). If you are on offense, you are at a disadvantage, because if you are wanting to use an item, it's probably something to boost your strength, and you also probably need it to defeat the defense creature (or else you could just use nothing and win and his hand won't matter). However, the Kris (as you mentioned) is an excellent counter to the hand, because it is a weapon that will ignore destroy/capture effects (such as the hand). Tearing Halo is also a great scroll that has ignore destroy/capture as well. Bell of Chaos is another good item to consider: Use this and all of the hand cards in his deck will get removed. Yet another option on offense is to use dynamite to result in mutual death either way (with no hand, you will presumably do enough damage to win, if he uses the hand, he will probably kill you, but die in the process). You could also use the Storm Causer, if the opponent has 30 or less HP, as it will kill him if he grabs it. Other alternatives are to counter his hand before combat. Spells like Shatter or Rust can destroy his items at will. You can also use curses like Binding Mist or the Hyde's territory ability to prevent item usage in combat, or Senility to guarantee his creature dies no matter what result in combat. Finally, you can use creatures who can ignore destroy/capture effects such as the Archbishop or Sage. Any or all of these should work to beat the evil hand!

Word up Thump!
My favorite way of dealing with the Damned Hand is Rust. GOD I love that card- another option is to cast Dullness on the target creature which neutralizes the item ability in combat- the only problem is you have to be sure youll win on stats alone.

One of the first things I do when building a new deck is throw in two Rusts. Maybe another if I'm building it to beat on a specific computer opponent who uses lots of items (like Zagol). Sometimes a Shatter or two as well. Hate those colored shields, Hands, Gaseous Form potions, and Holy Grails. Hate them.
