Tools can be used outside of battle?

Hey Gang,

I read in the FAQ that tools need not only be used in battle but can be used OUTSIDE of a battle to give permanent bonuses but I have no idea HOW this is done. Are they used in the Spell, Summoning, or Territory phases?

A few places in various FAQ's used the term tool and accessory interchangibly. I'm confident that accessories (tools) are NOT able to be used outside of combat.

Some of them give permenant ability boosts, Heart Fibula comes to mind. (ST+20. MHP+20 when the opponent is destroyed.) But in that ones case, the permenent boost occurs if the creature survives the combat.

There are SPELLS that give permenent boosts... Maybe that FAQ ment spells when it mentioned 'tools'.
