I used to hate Decoys. The computer AI seemed to use them so well and mine always got swatted down from a distance with a Magic Bolt or Archer's territory command. Not being able to give them weapons or armor, Decoys just seemed so difficult to use, I gave up on them (not to mention hating the discard a card requirement for using them).
But it all changed with Heart Fibula, which gives a creature a temprorary boost of 20 to ST and a permanent HP boot of 20 (which means a single Magic Bolt or Arhcer's fire won't kill Decoy any more) if the opponent creature is destroyed in battle. This makes Decoy one of my favorite invaders for creatures that aren't on level-up land or on color mismatched land.
Now hit it with a Growth Body and you've got a creature that can survive a single Evil Blast, attack from a Sorcerer or many scrolls (Decoy doesn't reflect scroll attacks).
Sadly, as with all Neutrals, Banishing Ray is still a problem without Land Protection.
