I know that if a creature has TERRITORY command they can steal magic and make an effect through the Creature Attack. I just don't understand when the creature attack option appears under territory? Is it when you are standing on one of your own spaces that is occupied by one of your creatures with "Territory" special ability?

Ahoy there landlubber! I'm not completely certain I understand what you're asking, but I'm guessing you want to know when you can activate a creature's territory ability?
It's actually very simple. A territory ability can be used any time that you can use any other kind of territory command such as leveling up the land, changing its color, what-have-you. All of these options become available to you when you either pass through (or land on) the land you want to manipulate. Open up the Territory command menu and they'll all be displayed there. Any commands that you're not allowed to use will be grayed out.
So supposing you have an Archer with the ability "Territory [30]: Deal 10 damage to target enemy creature," that means whenever you pass by the land that the Archer is standing on, you can choose to use your turn to pay 30G and hit a creature for 10 damage. But remember that you can only do one thing each turn, so if you used the ability you wouldn't be able to level up the land, for instance.
You can also access all of your territories on the board if you land on a Fort or Castle.

Yep, that answers it. In fact that even clairified more than I was asking because I did not realize that the 30 in Territory (30) meant that YOU pay 30 in order to do the command. I thought you would be stealing 30 gain from the other player.
