"Marker Flag (R) (I) Accessory G:30 Offense Cepter will be able to use Territory command or fight the battle again."
Uh... what?

Good question! I haven't acquired this card yet, nor do I find an explanation for it in any of the FAQs that I regularly consult.

Its an okay card- you use it as an item in battle, here's how: Lets say you win a duel and take the land- You can now use the territory ability; Let's say you don't win because the opponent had a gaseous form- you can fight the battle again.
Edit- I'm a grammar freak.

When you "fight the battle again", does that mean that you go back to the way things were before the battle, and replay it? Or, does any damage that was done in the first round remain and you get a "second chance" to do even more damage?

I've been experimenting with it, trying to figure out what it does. I discovered that the Marker Flag doesn't work in every situation. For instance, I used the Chariot to move a creature into an opponent's space, and then used the Marker Flag in battle.
I did it twice. I lost one of the battles and won the other. When I lost, I wasn't able to engage in battle again, and when I won, I wasn't able to manipulate the Territory.
So I don't know if it's only the Chariot that's the problem, or if there are other situations where the MF won't do anything. It kind of makes sense with the Chariot, seeing as how it's used during the spell phase, and allows for battles to occur at unusual times--I'd wager that battles happening through Telekenesis would negate the MF's ability also. What I don't know is if just a normal move-attack by an adjacent creature during your action phase will allow you to use the MF, or if the MF will only work when you're actually standing on the land the battle is fought on.

Captain Garak- The latter of your two choices... you simply replay the battle, its like having a second chance- like against a kelpie or an old willow. You play this as an item and as long as your creature survives, you have the option to do the battle over again with the defensive creatures HP where it was after the first battle. Im not sure what happens in HP dependant situations, such as Anubias- I assume just the MHP subtraction is in question. It's rare where it's useful, but it can save your ass. I used it the other day when I landed on Gamigyn's level 5 Pyrallis- the only item he had was a Flame Shield. So I battled him with Leoknight, I used the Flag- He used the Flame Shield. We both survived, so I chose Leoknight again, he didnt have any more items, so I killed him. Its also helpful if say he has a LV 1 Lilith out and you know you can kill her, plus you have a Kelpie in your hand. You play the flag, kill the Lilith- then you can use the territory ability to level the land up. Another example: You have an Archer in play, he has an idol. You use the flag, he uses no items, you kill the idol and take the land. Now you can use the territory ability to off a Decoy without walking around the whole board or waiting until you land on the castle.
Cold Fusion- The card says "Offense Cepter"- you used a creature move ability. It doesn't work in that situation since when you use the flag and don't kill the creature, your hand reopens to actually choose a different creature if you like. I'm assuming spells don't work either and that you need a Cepter to Cepter direct confrontation.
I'm sure there are a lot more uses to the cards than the quick examples. When I get time, I do want to experiment with some advanced techniques because I remember a few times while playing saying something to myself like "ARGH! I wish I had HOLY WORD ZERO!" The other downside to this card is that you really have to know creature's stats, abilities and most importantly, the enemies hand in order for it to be the most effective. It's pointless to go against a Giant Amoeba with only red creatures in your hand, and use the flag.
Edit- Not Colassus, Leoknight.
