I don’t understand how this card works. The description is terrible.
Any help would be appreciated.

If you use the Territory - Move command with Powder Eater, it'll copy itself into the square you move it to, so you end up with two Powder Eaters. PE's can do this as often as you like, you need to fill an entire map with them in this manner to earn a medal. If you raised a PE's base stats by any means the copy will have the same stats as well, but any status effects are not carried over nor are they lost on the original.

Also, any other means of movement (Spirit Walk, Chariot, Telekinesis) will not produce a new PE. Only the normal move command will do so.

I don't mean to be contrary, but this is not entirely true. I found that the best means of creating a Powder Eater army is via Spirit Walk. I was able to get the Powder Eater medal because of this, enchanting one with Spirit Walk and letting it multiply to any square on the board. The enchanted PE remains in the original square, and the new copy will appear in the square targetted with the movement command, allowing you to easily expand anywhere as long as the original, enchanted PE doesn't die..

Don't apologize, if info is wrong it has to be corrected. I probably made a stupid assumption that because it doesn't work with Chariot, that it wouldn't work with Spirit Walk either. Good lookin' out.
