I myself actually just received the Gooba Medal yesterday, and it's actually a rather strange tale.
It was my second try (see the Stupid Mistakes While Medal Hunting board to learn why) at Malthessburg (since I can loop endlessly if I don't want to get lap bonuses and there are also prophets) vs. Mullyn. After about 40 rounds or so, I was cruising; all of her Water creatures were dead from three Fire Explosions in a row, and I kept circling the lower loop where my Queen was and filling the map with Goobas. I had a Petrify Stone and a Talisman (from earning 45 Medals, if you don't have one, GET IT) in my hand and so naturally she never once moved against my pitiable little jelly blobs. I had several lands at 3rd level or higher and she bankrupted herself 3 times; I was getting worried that the tolls would put me over the top prematurely and I'd win by passing the castle, which I couldn't help but do. Fortunately, I got Land Transfer and Telegnosis to recycle enough that I removed my Wereboar and Dryad from play, replaced them with Gooba, and swapped out my Queen. I had all 22 available lands at Malthessburg occupied with Gooba, and was ready to waltz into the castle and collect my prize.
That's when Mullyn, looking inward and finding some part of herself that she never knew existed, flung herself at my Goobas with a zeal approaching vindictiveness. I used my Talsiman and my Petrify stone the first two times, but that was it. The next battle, cutely enough on a Level 5 Water land, fell to her Megalodon, and I was ticked off! She cut a modest swath through my other Goobas before I put my Queen back into play and tried to replenish my lost lands, but it was too late. I completed a lap and won the battle with one land occupied with my Queen, one with her damn shark, and one empty land.
But I still got the medal.
On the medal screen, it says this "Maximum number of assigned Goobers: 22". Apparently, the fact that I once had all territory covered with Goobas counted, though I didn't finish with all 22. I've never heard it discussed that way before. Oh well, I'm just glad its over.
